I believe that the more restrictions you put on something, a person, place thing. Anything. There will be likely to have people going against those laws. Nobody wants to feel restricted. Half of teens in school even, if a parent tells them " you cannot go out tonight" some teens try to fight it or just be sad the rest of the night. Others, they try to figure ways around it, maybe going to a friends house then going out, sneaking out etc. It can also be related to the book. Kayla didn't want the bar code tattoo, she tried every way to get out of it. Even when her friend encouraged it.

I agree with you Courtney. Teens will do almost anything to not feel restricted. Even in school you have all these rules; especially the no cell phones rule; but it doesn't matter all the students at Holley still text and go on facebook, or whatever on their phones. They want the freedom of not having their privicy invaded. (Some also feel like rebels doing this which makes them seem cool. oooooow scandelous rebelious teens. You're so cool :P)
